一、项目概况、采购范围Project Overview and Scope of RFQ

1、项目概况：孟加拉巴瑞萨307MW（净容量）燃煤电站项目位于孟加拉南部Barguna专区Taltali镇Buriswar River 入海口的东南侧，北距达卡直线距离约210公里，东距吉大港直线距离约190公里，地理坐标为北纬21°57'54''，东经90°4'1''。巴瑞萨307MW（净容量）燃煤电站由中国电建集团海外投资有限公司投资，现已进入商业运营期。根据生产需要，现需采购5,000吨石灰石。Project Overview: The Barisal 307 MW (net capacity) coal-fired power plant is located at Taltali Upazila, Barguna District, southern Bangladesh, on the southeast side of the estuary of the Buriswar River. The project is approximately 210 km south of Dhaka and 190 km west of Chittagong, with geographical coordinates of 21°57′54″N and 90°4′1″E. The Barisal 307 MW (net capacity) coal-fired power plant is invested in by PowerChina Resources Ltd. and has entered the commercial operation stage. According to production needs, it is now necessary to purchase 5,000 tons of limestone.

2、采购范围：石灰石 Scope of RFQ: The scope includes the supply of limestone for FGD purposes.

3、采购数量：5,000±10%吨。Procurement Quantity: The total procurement quantity is 5,000±10% tons.

4、交货时间：2026年4月25日。Delivery Time: April 25th,2026.

5、交货地点： Barisal Coal-fired Power Plant,Upazila, Taltali; Amtali PS; Barguna-8710; Bangladesh

6、质量要求：脱硫用石灰石，CaO含量大于51%, 5mm＜粒径＜15mm Quality Requirements: Limestone for FGD use, with CaO content greater than 51%, and particle size between 5 mm and 15 mm.

7、其他：（1）本次采购使用本地货币塔卡。（2）在合同期间，如有数量变动，不构成采购人违约。Other Provisions: (1) Payment shall be paid in BDT;(2) During the contract period, any changes in quantity do not constitute a breach of contract by the Purchaser.

三、供应商资格要求Eligibility Requirements for Bidders

供应商必须满足以下全部资格要求：Bidders shall meet all of the following requirements:

1、熟悉并适应孟加拉国的当地市场环境，至少2年及以上向孟加拉国市场销售、供应石子或石灰石经验，具有电站石灰石供货业绩优先；At least two (2) years’ experience in supplying aggregate or limestone to the Bangladesh market; experience in supplying limestone to coal-fired power plants is preferred;

2、财务状况良好，具有组织供货和执行合同的能力；Sound financial condition and capability to perform the Contract;

3、本次采购不接受联合体报价; Consortium bids are not accepted;

4、供应商不存在《中华人民共和国招标投标法》、《中华人民共和国招标投标法实施条例》以及美国和孟加拉法律法规禁止采购的情形。The Bidder shall not be subject to any prohibition from bidding under PRC laws, U.S. laws, or Bangladesh laws and regulations.

四、采购文件的获取Acquisition of Procurement Documents

凡有意参加报价者，请于获取文件结束时间2026年4月17日16:00分前（孟加拉当地时间）向bi****@****.cn发送公司简介资料、公司注册文件、石灰石供货业绩资料获取采购文件，采购***平台（海外版）免费发放。Potential Bidders shall, prior to 16:00 PM on April 16th, 2026 (Bangladesh local time), submit company profile and qualification documents to bi****@****.cn to obtain the Procurement Documents, which shall be issued free of charge via the PowerChina E-Bidding System Overseas platform (****.cn).

五、响应文件的递交Submission of Bid

1、响应文件递交的截止时间（投递截止时间，下同）为2026年4月20日16:00分(孟加拉时间)，供应商应在截止***平台(海外版)递交电子响应文件。The Bid Submission Deadline (hereinafter referred to as “Bid Submission Deadline”) shall be 16:00 PM, April 19th, 2026 (GMT+6), Bid shall be submitted electronically via the PowerChina E-Bidding System Overseas platform (****.cn) prior to the Bid Submission Deadline.

2、响应截止时间及递交方式如有变动，采购人将及时通过邮件通知所有已获取采购文件的供应商。Provided that any change of the submission deadline or the bidding method, the Purchaser shall inform all the potential Bidders who have received the Procurement document by email.

六、评审办法Evaluation Method

采用经评审的综合评估法,遵循的原则：采用有限数量评审制。The Comprehensive Evaluation Method shall be adopted, following the principle of limited-number evaluation.

1、当供应商数量等于或少于5家时，对所有供应商递交的响应文件进行评审。If the number of Bidders is less than 5, all Bids shall be evaluated.

2、当供应商数量多于5家时，首先按评审价格从低到高进行排序，选取从低到高的前5家供应商递交的响应文件进行评审；按照评审价格从低到高顺序依次递补，以保证进入评审的供应商数量满足5家。If Bidders are more than five (5), Bids shall be ranked by price from low to high; the lowest five (5) Bids shall enter evaluation. Replacements shall be made if Bids are rejected.

3、对进入评审环节的5家供应商递交的响应文件，按照经修正后的评审价进行评审。For the five (5) Bidders who have entered the evaluation, the evaluation shall be based on adjusted bid price.

4、未进入评审环节的供应商，不再进行详细评审。

Bids not entering evaluation shall not be reviewed further.

七、发布公告的媒介Publication of Request for Quotation

本***网（https://****.cn）发布。This Open Request for Quotation is published on PowerChina Sunshine E-Bidding System.
