1.4资格条件：参与询价的公司必须：1、为经相关国家批准正式成立的实体公司，经营范围须包含飞发租赁或处置等相关义务，且不在被中国相关部门制裁的个人或实体清单中。2、无与东航或其他航空公司存在因飞发经租或处置业务相关的法律纠纷，与其他航空公司的该等法律纠纷限定于可能为其带来较大的债权债务、将影响其履行与东航间相关协议下义务。3、在中国境内外无不良履约记录。

1.4 Qualification: Companies participating in the RFP process shall: 1. Be legally established entities approved by relevant countries, with business scopes including obligations related to Aircraft/Engine leasing or disposal, and not listed in the personal or entity lists sanctioned by China's relevant authorities. 2. Have no legal disputes with the CEA or other airlines related to aircraft/engine leasing or disposal business, and such legal disputes with other airlines are limited to those that may result in significant creditor-debtor relationships or affect their fulfillment of obligations under agreements with the CEA. 3. Have no adverse performance records in or outside China.

3.1询价文件获取方式：

3.1 RFP Documents Acquisition

东航将在收到意向确认邮件，并根据《中国东方航空股份有限公司飞机及发动机经营性租赁和处置供应商管理规定》审核资质后，在三个工作日内将询价书及技术资料以邮件方式发给所有符合资质的意向方。

CEA will, upon receipt of the intention confirmation mail and after conducting qualification review in accordance with the Provisions of CEA on the Administration of Suppliers for Operating Lease and Disposal of Aircraft and Engines, send the RFP documents and technical data via email to all qualified intending bidders within three working days.

3.2报价文件形式：纸质文件 1份

5.1询价内容修改：东航有权决定是否修改询价书内容，如有修改，东航会及时通知。

5.1 Modifications to RFP：CEA reserves the right to amend the contents of the RFP documents at its sole discretion, and shall issue a prompt written notice to the intended parties in the event of any such amendment.

5.2报价评估：意向方提交报价后，东航将首先评估报价是否符合询价书及技术资料要求。对于发出符合询价要求报价的合格意向方，东航将与其进行约谈。

5.2 Evaluation of Proposal: After the proposal submitted , CEA will firstly evaluate whether the proposal complies with the requirements of this RFP and Technical documents,and conduct negotiations with qualified buyers.
