(b)Qualification requirements to be met to implement government procurement policies: This project is specifically targeted at procurement for small and medium-sized enterprises (SMEs), and only SMEs are eligible to participate in the bidding. The industry of the procurement subject of this project falls under the category of "other unspecified industries" as described in the "Regulations on the Classification Standards for Small and Medium-sized Enterprises" (attached to the Ministry of Industry and Information Technology's Joint Circular [2011] No. 300).

(c)本项目的特定资格要求：（1）近三年（从2023年5月22日至今）未被国家财政部指定的“信用中国”网站（www.****.gov.cn 点击查看）、中国政府采购网（www.****.gov.cn 点击查看）等官方渠道列入失信被执行人、重大税收违法案件当事人名单或政府采购严重违法失信名单。（2）法人的分支机构以自己的名义参与竞争时，应提供依法登记的相关证明材料和由法人出具的对该参与竞争活动承担全部直接责任的明确承诺。
（3）供应商的出资人（对上市公司通过二级市场购买股票累计持股比例不到5%的股东不算，下同）与本项目其他供应商的出资人应不相同（当两家以上供应商的出资人中含有同一主体时，将按一家有效供应商计算，该供应商为相关供应商中报价最低且响应文件不存在被为无效项的供应商，其他供应商将被判为无效供应商）。

(c)Specific qualification requirements for this program: (1) In the past three years (from May 22, 2023 to the present), the entity has not been included in the list of dishonesty and dishonesty, major tax violation cases, or serious illegal dishonesty in government procurement on official channels such as the "Credit China" website (www.****.gov.cn 点击查看) and the China Government Procurement Network (www.****.gov.cn 点击查看) designated by the Ministry of Finance of the People's Republic of China.
