(b)落实政府采购政策需满足的资格要求：本次招标若符合政府强制采购节能产品、鼓励环保产品、扶持福利企业、促进残疾人就业、促进中小企业发展、支持监狱和戒毒企业等政策，将落实相关政策。

(c)本项目的特定资格要求：3、针对医用氧产品，投标人须根据本次采购内容具备符合《中华人民共和国药品管理法》及其实施条例 ‌规定的药品经营许可；4、针对其他医用气体，投标人须根据本次采购内容具备符合《危险化学品经营许可证管理办法》及管理条例规定的危险化学品经营许可；
5、本项目专门面向中小企业采购

(c)Specific qualification requirements for this program: 3. For medical oxygen products, the bidder must have a drug business license in accordance with the "Pharmaceutical Administration Law of the People's Republic China" and its implementing regulations;4. For other medical gases, the bidder must have a hazardous chemical business license in accordance with the "Hazardous Chemical License Management Measures" and its management regulations;
5. This project is specifically for the procurement of small and medium-sized enterprises.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
