简要规则描述：采购人现通过本项目委托一位供应商提供环保监督检查辅助服务，通过梳理摸底，针对不同污染源的工作内容进行监管，针对区域内餐饮企业、汽修企业、环卫设施、施工工地及工业企业的排水许可证核查、环保手续合规情况、环保设备运维情况、环保人员管理情况逐一梳理及例行巡查，充分利用“环保管家”在专业技术和人力资源方面的优势，提高环境管理的协同化、精细化、系统化、科学化水平，为环保信访提供有效专业支撑，使社会公众环保获得感显著加强，环保信访发生率逐步下降，重复信访案件明显减少。此外，通过定期核查南汇新城镇市容管理工作，全面掌握镇域市容环境管理实效，促进管理水平提升，打造整洁、有序、美观、安全的城市环境。主要服务内容包括：公共环境保护活动实效核查；责任区管理实效核查；居住区垃圾分类实效测评；公厕卫生实效核查；绿地环境卫生实效检查以及社会公众满意度调查。（具体内容及要求详见磋商文件第三章采购需求书）
Brief Specification Description: The purchaser is now entrusting a supplier through this project to provide auxiliary services for environmental supervision and inspection. By conducting a thorough investigation and assessment, the work contents related to different pollution sources will be supervised. For the verification of drainage permits, compliance of environmental protection procedures, operation and maintenance of environmental protection equipment, and management of environmental protection personnel in catering enterprises, auto repair enterprises, sanitation facilities, construction sites, and industrial enterprises, a detailed review and routine inspections will be carried out. The advantages of the "environmental management consultant" in terms of professional technology and human resources will be fully utilized to enhance the collaborative, refined, systematic, and scientific level of environmental management.
合同履约期限：2026年8月14日至2027年8月13日。
