Invitation to Tender for Construction of 33 kV Double Circuit Line on Monopoles for the 50 MW (AC) Grid-Scale Solar Photovoltaic (PV) Plants Located in Luapula Province of Zambia

赞比亚卢阿普拉省50MW（AC）并网光伏发电项目33KV钢管杆双回线路施工已具备招标条件，现拟对该项目33KV钢管杆双回线路施工进行邀请招标。

The construction of 33 kV double-circuit line on monopoles for the 50 MW (AC) grid-scale solar photovoltaic (PV) plants in Luapula Province of Zambia have been met. It is proposed to conduct invited tendering for the construction of 33 kV double-circuit line on monopoles of this project.

一、项目概况与招标范围

4、招标内容：赞比亚卢阿普拉省50MW（AC）并网光伏发电项目约11KM的33kV双回路外送架空输电线路的施工工作，并修补其缺陷直至合同规定的缺陷责任期结束。包括但不限于投标人为执行本工程提供的施工材料、设备、临时设施、测量、试验和工程检测，以及工程办证、检测的全部费用和人工，直至全部工作与事项达到甲方对本项目临时验收的条件。

4. Tendering Content:The construction works for the approximately 11-kilometer 33kV double-circuit overhead outgoing transmission line of the 50MW (AC) grid-connected photovoltaic power project in Luapula Province, Zambia, as well as defect rectification until the expiry of the defect liability period as stipulated in the Contract. The scope includes but is not limited to construction equipment, temporary facilities, measurement, experiments and engineering testing, as well as all costs and labors for engineering certificates and engineering testing until all work and matters are ready for Party A's temporary acceptance of the Project.

二、 投标人资格要求

Article 2 Eligibility Requirements for Bidders

投标人必须具备以下资格条件，不满足以下任一条件，视为资格审查不通过。投标人所提供的证明文件，均须加盖单位公章，参加投标时，需要携带原件备查。

Bidders must meet the following eligibility criteria. Failure to meet any of the following criteria shall be deemed as failing the qualification review. All supporting documents submitted by the bidder must be affixed with the official seal of the unit, and original documents shall be provided for verification during bidding.

1、投标人须是具备独立法人资格和合法经营资格，并具有合法有效的营业执照或者公司注册证书。

1. The bidder must be a legal entity with independent legal personality and legitimate business qualification, holding a valid business license or company registration certificate.

2、法定代表人授权书及被授权人身份证明文件（复印件）。

2. Power of Attorney of the Legal Representative and identity documents of the authorized representative (copies).

3、投标人需具备以下资质：

投标人须是赞比亚工程注册委员会注册的工程机构或有一项及以上输电线路项目业绩或其他能证明投标人具备完成本次招标所必须的技术、能力、资金等方面实力的资料。

3. The bidder shall possess the following qualifications:

The bidder must be an engineering entity registered with the Engineering Registration Board of Zambia, or have experience in one or more transmission line projects, or provide other materials that can prove the bidder possesses the technical, capacity, financial and other strengths necessary to complete the tendered works.

4、投标人之间存在控股、隶属关系或者存在同一法定代表人管理的不得同时参与本项目的投标。

4. Bidders with holding, affiliation relationships, or under the same legal representative shall not participate in the bidder for this project simultaneously.

5、不接受联合体投标方式，不允许任何形式的分包或转包。

5. Consortium bidding is not accepted. Subcontracting or assignment in any form is not allowed.

6、投标人认为觉得有必要提交的其他相关证明材料。

6. Other relevant supporting documents deemed necessary by the bidder.

7、投标人未被招标人及其上级公司拉入供应商“黑名单”。

7. The bidder has not been included in the Supplier Blacklist by the Purchaser or its parent company.

三、招标文件的获取

Article 3 Obtainment of Tender Documents

凡有意参加投标者，请在 2026 年 4 月 13 日起五日内，每日上午9：00—12:00，下午14:00—17:00至 机械工业勘察设计研究院有限公司赞比亚共和国卢阿普拉省曼萨市50MW（AC）并网光伏发电项目现场办公室 领取招标文件，并报名参加本项目投标，报名时须提供企业营业执照或者公司注册证书、由企业法定代表人持身份证明文件或授权的委托人持身份证明文件携法人授权委托书进行报名（复印件加盖单位公章）。

Interested bidders may obtain the tender documents and register for tendering from April 13, 2026 for five (5) consecutive days, daily from 9:00–12:00 and 14:00–17:00 local time,at the On-site Office of the 50 MW (AC) Grid-Scale Solar Photovoltaic (PV) Plants Located in Luapula Province of Zambia, China Jikan Research Institute of Engineering Investigations and Design, Co., Ltd. Registration shall be made with the company’s business license or company registration certificate, and identity documents of the legal representative or authorized representative with the Power of Attorney (copies affixed with official seal).
