Sinochem Construction International Tendering Co., Ltd. (hereinafter referred to as the "Tendering Agency"), a wholly-owned subsidiary of China National Offshore Oil Corporation, has been entrusted by CNOOC Ningbo Daxie Petrochemical Co., Ltd. (hereinafter referred to as the "Tenderer") to conduct an international open tender for certain goods and related services required by CNOOC Ningbo Daxie Petrochemical Co., Ltd. 项目概况：中海石油宁波大榭石化有限公司（以下简称“大榭石化”）60万吨/年芳烃装置采用由美国LUMMUS公司成套转让的专有结晶技术工艺包，其中PX分离部分采用BP公司两段重浆化结晶分离工艺，异构化采用BP公司的ALP-1602Mp和AMSAC-3202脱乙基型催化剂，二甲苯分馏采用与结晶工艺配套的分馏工艺，分别通过气相和液相两种侧线采出方式为结晶单元和歧化装置切割出满足进料要求的合格原料。配套的制冷系统主要包括乙烯制冷机组和丙烯制冷机组，目的是为结晶过程提供不同温位的冷量。本次采购的卧螺离心机为芳烃装置的关键设备。

Project Summary：CNOOC Ningbo Daxie Petrochemical Co., Ltd. (hereinafter referred to as "Daxie Petrochemical") utilizes a proprietary crystallization technology process package transferred in full by LUMMUS, USA, for its 600,000 tons/year aromatics unit. The PX separation section employs BP's two-stage heavy slurry crystallization separation process, while the isomerization utilizes BP's ALP-1602Mp and AMSAC-3202 deethylated catalysts. The xylene fractionation utilizes a fractionation process that complements the crystallization process, providing qualified feedstock for the crystallization unit and disproportionation unit through gas and liquid phase side-draw methods. The supporting refrigeration system mainly includes ethylene and propylene refrigeration units, aimed at providing cooling at different temperature levels for the crystallization process. The decanter centrifuge purchased this time is a key equipment for the aromatics unit.

3. 对投标人的资格和业绩要求

Requirements for Qualifications and the Past Performance of the Bidder:

（1）★资格要求Requirements for Qualifications of the Bidder

A. 如果投标人为中国境内注册公司，投标人需具有合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照，投标时需提供原件扫描件（原件备查）；

If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).

如果投标人为中国境外注册公司，需提供有效的公司登记注册证明；

If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.

投标人为分公司的，需具有合法有效的营业执照（境内注册）/公司登记注册证明（境外注册）和上级法人单位授权书（授权该分公司投标和签订合同），投标时需提供原件扫描件（原件备查）。

If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents (with the originals kept available for verification).

B. 本次招标不接受代理商、贸易商投标。投标人应是投标货物的制造厂商（包括制造厂商所在集团内负责销售的公司）。如果投标人是制造厂商所在集团内负责销售的公司，投标人应提供声明，说明投标人与制造厂商隶属同一集团，负责投标货物的销售工作。

This bidding does not accept bids from agents or traders. Bidders must be the manufacturers of the bidding goods (including companies within the manufacturer's group responsible for sales). If the bidder is a company within the manufacturer's group responsible for sales, the bidder shall provide a statement indicating that the bidder and the manufacturer belong to the same group and are responsible for the sales of the bidding goods.

（2）★业绩要求Requirement for Bidder's Past Performance:

2014年1月1日至投标截止日（以合同签署时间为准），投标人应具有至少1台应用于低温（或深冷）结晶法制PX工艺路线的卧螺离心机（卧式螺旋卸料沉降离心机）的供货业绩，且均满足单台转鼓直径≥900mm、转鼓总长≥3600mm、工作温度低于-60℃的技术要求。

同一集团全球范围内不同制造商（即同一集团旗下的全资子公司或控股子公司或制造工厂）制造的所投产品的业绩，视为投标人所投产品的制造商的业绩；投标人应提供说明函，说明本次所投产品的制造商与满足上述业绩要求的产品制造商属于同一集团。

From January 1, 2014, to the bid submission deadline (subject to the contract signing date), bidders must have a supply performance of at least one horizontal screw centrifuge (horizontal spiral discharge sedimentation centrifuge) applied to the PX process route using the low-temperature (or deep-cooling) crystallization method, all of which must meet the technical requirements of a single drum diameter ≥900mm, total drum length ≥3600mm, and operating temperature below -60℃.

The performance of the products submitted by different manufacturers (i.e., wholly-owned subsidiaries, holding subsidiaries, or manufacturing plants under the same group) within the same group globally shall be deemed as the performance of the manufacturer of the products submitted by the bidder. The bidder shall provide a letter of explanation stating that the manufacturer of the products submitted this time belongs to the same group as the manufacturer of the products that meet the aforementioned performance requirements.‌

投标人须提交相关业绩证明文件。业绩证明文件包括但不限于：1）销售合同和 2）到货验收材料。业绩合同应至少涵盖合同签署时间、合同签署页（国内贸易合同应有双方盖章，国际贸易合同应有双方签字或盖章）、货物名称、供货数量、主要技术参数（体现工艺路线、转鼓直径、转鼓总长、工作温度等）。到货验收材料应为收货单据或验收单或入库单或调试验收报告（到货验收材料应有用户签字或盖章）或结算发票。

Bidders must submit relevant performance supporting documents. These documents include, but are not limited to: 1) sales contracts and 2) goods arrival inspection materials. The performance contracts should at least cover the contract signing date, contract signing page (domestic trade contracts should bear the seals of both parties, while international trade contracts should bear the signatures or seals of both parties), goods name, supply quantity, and main technical parameters (indicating process route, drum diameter, total drum length, operating temperature, etc.). The goods arrival inspection materials should be receipts, inspection reports, warehousing records, commissioning inspection reports(the goods arrival inspection materials should bear the signature or seal of the user), or settlement invoices.

若业绩合同为无固定总价协议，除提供协议外，还应提供相应的订单，订单内容或编号应与协议相关联。同一个协议下提供1个或以上的订单均算为1个业绩。

If the performance contract is an agreement without a fixed total price, in addition to providing the agreement, the corresponding order should also be provided, and the order content or number should be associated with the agreement. Providing one or more orders under the same agreement counts as one performance.

未提交业绩证明文件，或通过所提供的业绩证明文件无法认定满足上述业绩要求的，均被视为无效业绩。

Failure to submit performance proof documents, or if the provided performance proof documents cannot be used to confirm that the above performance requirements are met, will be considered as invalid performance.
