(b)Qualification requirements to be met to implement government procurement policies: This procurementadheres to relevant government policies such as mandatory or priority procurement of energy-saving andenvironmentally labeled products, support for small and medium-sized enterprises, promotion ofemployment for the disabled, support for prisons and rehabilitation enterprises, assistance tounderdeveloped regions and ethnic minority areas, and restriction on the import of products.

(c)本项目的特定资格要求：2、本采购项目为中小企业预留采购份额项目，专门面向中小企业采购，全部或部分不能享受中小企业扶持政策的响应文件无效。3、根据《上海市政府采购供应商登记及诚信管理办法》已登记入库的供应商（供应商在***网页截面或其他证明）。4、施工资质要求：同时具备国家住建部颁发的建筑工程施工总承包资质三级或其以上资质。5、（6） 项目负责人资质要求：拟派的项目负责人具有建筑工程二级或以上注册建造师执业资格（注册建造师基本情况及是否有本市的在建项目以开标前两***平台采集的数据内容形成的《项目负责人基本情况表》为准, 项目负责人在履行合同过程中发生变更的，如变更后时间未满半年，不得参与本标段投标。）6、法人的分支机构以自己的名义参与竞争时，应提供依法登记的相关证明材料和由法人出具的对该参与竞争活动承担全部直接责任的承诺。7、供应商的出资人与本项目其他供应商的出资人应不相同（当两家以上供应商的出资人中含有同一主体时，将按一家有效供应商计算，该供应商为相关供应商中报价最低且响应文件不存在被判为无效的供应商，其他供应商将被判为无效供应商）。

(c)Specific qualification requirements for this program: 2、This procurement project is a project thatreserves procurement shares for small and medium-sized enterprises. It is specifically aimed at purchasingfrom small and medium-sized enterprises. All or part of the response documents that do not enjoy thesupport policies for small and medium-sized enterprises will be invalid.4、Construction qualification requirements: Must possess a Class III or higher construction generalcontracting qualification for building projects issued by the Ministry of Housing and Urban-RuralDevelopment of the People's Republic of China.5、Qualifications for project leader: The proposed projectleader must hold a registered construction engineer qualification of level two or above in constructionengineering.
