(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时小型和微型企业均不执行价格扣除优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve shares, increase the share of small and medium-sized enterprises in government procurement, and support the policies of small and medium-sized enterprises: this project is specially designed for small and medium-sized enterprises to purchase, and small and micro enterprises do not implement price deduction concessions during evaluation. (c)本项目的特定资格要求：（3）须具有卫生行政部门核发的《医疗机构执业许可证》；（4）须系我国境内依法设立的法人或非法人组织；（5）本项目不允许转包。

(c)Specific qualification requirements for this program: (3) Must have a "Medical Institution Practice License" issued by the health administrative department; (4) It must be a legal person or an unincorporated organization established in China according to law; (5) Subcontracting is not allowed for this project.
