简要规则描述：为深入贯彻落实关于健康中国和医保工作的重要论述及指示精神，充分激发并释放新一代信息技术在智慧医保改革中的创新活力、要素潜能与发展空间，进一步推进医药行业创新发展，保障人民群众健康，国家医保局与上海市人民政府联合组织开展以“诚邀八方英才智助医药创新”为主题的2025全国智慧医保大赛。为确保大赛高质量推进，现拟采购专业第三方服务以支撑赛事配套服务。（具体详见第三章采购需求书）
Brief Specification Description: In order to thoroughly implement the important exposition and directive spirit on health China and medical insurance, fully stimulate and release the innovative vitality, factor potential and development space of the new generation of information technology in the reform of smart medical insurance, further promote the innovative development of the pharmaceutical industry, and protect people's health, the National Medical Insurance Bureau and the Shanghai Municipal People's Government jointly organized the 2025 National Smart Medical Insurance Competition with the theme of "inviting talents from all directions to help medical innovation". In order to ensure the high-quality promotion of the competition, it is planned to purchase professional third-party services to support the supporting services of the competition. (For details, please refer to Chapter III Procurement Requirements)
合同履约期限：自合同签订之日开始至2025年11月大赛颁奖典礼结束及相关收尾工作完成为止。
The Contract Period: From the date of signing the contract to the end of the award ceremony of the competition in November 2025 and the completion of related finishing work.

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。 （2）扶持残疾人福利性单位，并将其视同小微型企业；
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve shares, increase the share of small and medium-sized enterprises in government procurement, and support the policies of small and medium-sized enterprises: This project is specially designed for small and medium-sized enterprises to purchase, and no price discount will be implemented for the products of small and medium-sized enterprises during the review. (2) Support welfare units for the disabled and treat them as small and micro enterprises;
(c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；（4）本项目不允许转包。
(c)Specific qualification requirements for this program: (3) It must be a legal person or an unincorporated organization established in China according to law (this project does not accept branches to participate in procurement activities in their own names); (4) Subcontracting is not allowed for this project.
