(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向中小企业采购，评审时，中小企业均不执行价格折扣优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18 号和财政部财库〔2019〕19 号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。

(b)Qualification requirements to be met to implement government procurement policies: 1) Implement the reserved share measures, increase the share of small and medium-sized enterprises in government procurement, and support the development of small and medium-sized enterprises: This project is specifically targeted at small and medium-sized enterprises for procurement. During the review process, no price discount benefits will be implemented for small and medium-sized enterprises. (2) Support prison enterprises and welfare units for the disabled, and treat them as small and micro enterprises; (3) Policy for giving priority to the procurement of energy-saving and environmental protection products: Under the same conditions of technical and service indicators, products listed in the energy-saving and environmental protection product categories announced in the Ministry of Finance's Document No. 18 and Document No. 19 of the Ministry of Finance's Document No. 18 of 2019 shall be given priority for procurement. (c)本项目的特定资格要求：1）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动。2）人员配备要求：包含园林项目负责人（园林专业中级职称）、安全员、质量员、材料员各1名、中级园林绿化工1人（班组负责人），必须为园林绿化施工单位人员，。

(c)Specific qualification requirements for this program: 1）Suppliers whose legal representatives are the same person or who have direct controlling or management relationships shall not participate in the government procurement activities under the same contract. Suppliers that provide overall design, specification compilation or project management, supervision, inspection and other services for a procurement project shall not participate in other procurement activities of the same project. 2) Personnel allocation requirements: It includes one project manager for landscaping (with an intermediate professional title in landscaping), one safety officer, one quality control officer, one material officer, and one intermediate-level landscaping worker (team leader), all of whom must be personnel from landscaping construction units.
