(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the measures of reserved share, improve the share of small and medium-sized enterprises in government procurement, and support the policy of small medium-sized enterprises: this project is specially designed for the procurement of small and medium-sized enterprises, and no price discount preference is implemented for the products of small and medium- enterprises in the review. (2) Support the welfare institutions for the disabled, and treat them equally as small and micro enterprises.

(c)本项目的特定资格要求：3.1未被“信用中国”（www.creditchina.gov.cn ）列入失信被执行人、重大税收违法案件当事人名单，未被中国政府采购网（www.ccgp.gov.cn）列入政府采购严重违法失信行为记录名单； 3.2具备建筑工程施工总承包三级或以上资质；具有有效期内的安全生产许可证；拟派项目经理具有建筑工程专业二级及以上注册建造师资格；3.3本项目不接受组成联合体响应。

(c)Specific qualification requirements for this program: 3.1 Not listed as a person who has not fulfilled the obligation of a legal person in the Credit China (www.****.gov.), not included in the list of major tax violations in the Credit China (www.creditchina.gov.cn), and not included in the list of serious illegal dishonest acts in government procurement in the China Government Procurement Network (www.****.gov.cn); 3.2 Have the qualification of general contracting of construction of the third level or above; have a valid safety production license; the project manager to be appointed has the qualification of registered builder of the second level or above in construction engineering; 3.3 This project does not accept the response of a consortium.
