中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海石油（中国）有限公司（以下称为“招标人”）委托，就东方 13-2 CEPB 平台压缩机模块项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “ the Tendering Agent ” ), entrusted by CNOOC China Limited(hereinafter referred to as “ Tenderee ” ), intends to purchase the Goods and the relevant services required under the project of Dongfang 13-2 CEPB compressor module Competitidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

3. 对投标人的资格和业绩要求：

（ 1 ）资格要求

Requirements for Qualification of Bidder

A ．如果投标人为境内注册公司，投标人应具有合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照，投标时需提供原件扫描件（原件备查）。
投标人为分公司的，应具有合法有效的营业执照和上级法人单位授权书，分公司与上级法人单位只可一家参与投标，同时参与投标的，投标均无效；

如果投标人为境外注册公司，需提供有效的公司登记注册证明；

A ．If the bidder is a domestic registered company, the bidder should have a valid and legal business license, tax registration certificate, and organization code certificate or a business license with a combination of certificates and licenses. When bidding, the bidder must provide a scanned copy of the original document (original for future reference).If the bidder is a subsidiary, they should have a valid and legal business license and an authorization letter from the superior legal entity. Only one subsidiary and the superior legal entity can participate in the bidding. If they participate in the bidding at the same time, the bidding is invalid ;

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

1) 如投标人为代理商，即投标人按照合同提供的货物不是投标人自己制造的，投标人应得到货物制造商同意其在中国为本次投标提供该货物的合法正式授权。投标人将被授权的货物再授权给其他投标人同时参与投标的，相关的所有投标将被拒绝 。

1 ）If the bidder is an agent, that is, the goods provided by the bidder according to the contract are not manufactured by the bidder themselves, the bidder should obtain the legal and formal authorization of the goods manufacturer to provide the goods for this bidding in China. If the bidder authorizes the goods to be re authorized to other bidders and participates in the bidding, all related bids will be rejected .

1 ） 泵适合在海上环境中运行，投标人应承诺自费对所提供的产品进行检验并取得国家应急管理部认可的其中一家第三方认证机构（ ABS/DNV/BV/CCS ）的检验证书。

1 ） The pumps can run in the offshore environment, and VENDOR shall at his own cost arrange inspection and obtain final certificate of the package from one of the certifying agencies authorized by COOOSO, which are ABS, DNV, BV and CCS.

（ 3 ）业绩要求 Requirement for Bidder's reference:

1 ） 2013 年 1 月 1 日至投标截止日（以合同签署时间为准），投标人所投产品的制造商应具有至少两个合同往复泵的供货业绩，且满足介质为凝析油，流量不小于 31m 3 /h ，出口压力不低于 7250kPaG 的技术要求。投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于： 1 ）销售合同复印件（含相关技术附件）和 2 ）到货验收证明材料。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、制造商名称、货物名称、合同名称、介质、流量和出口压力的技术要求及到货验收材料。

未提交业绩证明文件，或所提供的业绩证明文件无法体现合同签署时间、制造商名称、货物名称、合同名称、介质、流量和出口压力的技术要求及到货验收证明材料的，均视为无效业绩。

1) Since Jan. 1st, 2013 to the deadline of bids submission stipulated(The date of signing the contract shall prevail),The manufacturer of the products invested by the bidder shall have at least two sets reciprocating pumps,and meet the technical requirements of the Condensate as medium ， capacity no less than 31m 3 /h,discharge pressure no less than 7250kPaG. The bidder shall furnish reference List in given form for the above-mentioned Requirement for BIDDER's reference, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (including technical appendix) and 2) Receiving certificate of arrival of goods. The reference evidence certification furnished by VENDOR shall as least demonstrate the content show as follows: contract signing time, name of Manufacturer,name of goods, name of contract ,technical requirements of medium,capacity and discharge pressure, receiving certificate of arrival of goods. If no documentary evidence furnished, or documentary evidence furnished can not demonstrate contract signing time, name of Manufacturer,name of goods, name of contract ,technical requirements of medium,capacity and discharge pressure, receiving certificate of arrival of goods will be deemed invalid.
